Make sure that you eat 5-7 meals a day.
If you eat just a few meals a day, and cut your calories too much (it sounds like this is probably what you are doing along with probably being dehydrated), then your metabolism will shut down.

Unfortunately, you can NOT spot treat fat. You have to lower over all body fat, to loose it. Your body looses fat in the reverse order you gain it too, so your belly fat will probably be the last to go.

Stay away from the idea of sweating is good. When you workout, you should weigh the same at the end and beginning. If you lost weight, you need to drink more water. Water helps your body process and move nutrients including their removal.

Remember, you do NOT want to loose weight, you want to loose FAT!

If all else fails, you may have a hormonal problem and should get checked by a doctor. This is very uncommon though. The things that I listed above are all very common for all people that workout, including adults.

Have you had your thyroid checked out as that could be the cause of a slow metabolism.
