To bulk (build muscle) you will need to increase that number by about 500 calories and incorporate a exercise routine aimed at muscle growth. To cut (lose body fat) without losing muscle mass a person would cut that number by about 500 calories and incorporate an exercise routine that focuses on fat burning. The total number of calories should be split 30% Proteins, 50% Carbs, and 20% Fats.
A good bulking workout is a 4 day split. For example:
Monday: Shoulders and Triceps
Tuesday: Shoulders and Back
Wednesday: OFF
Thursday: Chest and Biceps
Friday: Lower Body
Saturday: OFF
Sunday: OFF
*Doing cardio on off days

A good cutting routine would be:
Monday: Upper Body
Tuesday: Cardio
Wednesday: Lower Body
Thursday: Cardio
Friday: Upper Body
Saturday: Cardio
Sunday: OFF

Then the next week start with Lower Body on Monday and continue the rest of the week rotating like in the first week.
