Answers:
The equation for base metabolic rate is an average, so it does vary from individual to individual!.

Dialing in the right balance of calories in and calories out takes some experimentation!. It sounds like you may want to consider boosting the calories out side of the equation!. There are a couple ways to do this:

1!. Eat more often!. Don't go more than 5 waking hours without eating!. This keeps your body from going into fat conservatin mode!. I recommend eating a healthy afternoon snack and a small bedtime snack in addition to three healthy meals!.

2!. Add some intensity and light weight lifting to your activity!.Www@Answer-Health@Com

What exactly are you eating and when!? You need to space out your meals to keep your metabolism going!.Www@Answer-Health@Com

you need to figure out how many calroies you burn everyday and match thatWww@Answer-Health@Com

The bmr is just a guide and not correct for everyone!.
I don't see how you can be gaining weight with a total of 1500 calories even if you don't walk!.
If you are tracking your calories, and I mean all of them, I would be surprised if you are only getting 1500!.
If you walk 1 mile you are burning 100 calories in addition to your normal metabolic rate!.
Track your intake and exercise, weigh yourself a few times a week and see how you are progressing, that is the only accurate way to determine your caloric needs!.Www@Answer-Health@Com
