hold the paper in one hand, put a pinch of the tobacco into the crease, and then roll the paper back and fourth, so you make the tobacco into a tube, and tighten it up. once it's good and tube-like, put the non-glue end in between the glue end and tobacco, then roll it together, lick the glue, and twist the ends.
