How to tone flabby skin after weight loss...?

I gained my freshman 15 (more like 20 tho) and gained in a short period of time and got horrible streach marks. I lost the weight pretty quickly too, but in doing so didn't build muscle, so know I have flabbly thighs..*ew*. Nobody would ever guess that I have this problem because I'm petite (I'm 5'1" and weigh 113) and I don't wear anything that would show my theighs, but it's definetly a problem.The strech marks have gone away, but there's still ripling in the skin from where they used to be. I have some celluite but I think it's mostly from the flab and lack of muscle. So, here my question-Has anyone every had this problem and fixed it and does anyone know what/how much exercising I should do to see results? I eat healthy and have no problem working hard, I just want my exercise to be effective. Thanks!

use co co butter on the marks and skin. it will restore elasticity and therefore the skin will no longer be flabby ;)
