Sorry to say, there's no way to do it without surgery!. I'm not sure how old you are but most plastic surgeons won't operate on you for cosmetic reasons until you're at least 18 because your body isn't done growing!. I doubt you could convince them that B cup breasts were hurting your back, either!.

That was a very specific age to describe flatness !.!.!. seeing as how a 2 year old girl's flat is probably the same as anywhere up to a 8 year old girl flat!.!.!.
Anywho, not much you can do to change your gentics unless you want to go up into the breast reduction surgery
