Whats the best way to tone up legs?!

Whats the best way to tone up legs?

im happy with my weight(im 8 stone 9) but i want to tone up the insides of my legs as i hate them and keep the top of my arms toned,im always on the go but these bits dont seem to get toned,does using weights tone the top underneath bits of your arms?and is there anything you can add to or should leave out of your diet?i dont eat meat and eat fruit and veg every day,im no saint but reckon i stick to a healthy diet 85% of the time

im 5 foot 5 and my stats are 34 27 34 i do an hour on a bike every night and around 20 sit ups (i know not much)then a ten minute high cardio work out before work every morning

need more protein. its the key for building muscles. so dont cut out the meat in your diet completely.

exercises for your legs approx an hour a week
squats, leg press, calf raises

arms
bicep curls, tricep push down, overhead pulls approx an hour a week

dont forget cardio vascular such as running, cycling, rowing, your muscles will not show with layers of fat. and the only way to remove fat is through aerobic exercises. weight lifting only strengthens your muscles.
