It's just how the human body works. It's possible to lose more than 2 pounds per week on a scale, but that won't be "healthy" weight. This is typical of fad diets, starvation diets or any diet where a particular macronutrient is removed. Mostly water weight is lost, followed by muscle tissue, then maybe a little bodyfat along with it if the calories are low enough (in many instances, bodyfat isn't lost and in fact gained even more of when off the diet). The loss of lean muscle is counterproductive to good health and so often accompanies those who aim to lose a lot of weight quickly.

The loss of 1-2 pounds of actual bodyfat only per week is difficult for most people and only comes about when there is a good balance between healthy diet and exercise.

Scale weight is a not really a good indicator of good health. Bodyfat percentage, healthy blood makeup (cholesterol, etc) and physical conditioning is what really indicates good fitness.
