I have hit a plateau after losing 21 lbs!!! What happening? Calorie intake is 12!

I have hit a plateau after losing 21 lbs!!! What happening? Calorie intake is 1200 calories & exerscise 1 hour

So do I have to reduce my calories and up the exercise?

Unless you are a very small person, 1200 calories is quite low. I think your body is telling you that it is starving. There have been quite a few studies on this.

I think you will actually lose more weight at this point if you ingest 200 more calories a day. Go online and look up something like "starvation diets." Go to "realage.com" and look there. Your weight will not stay down. When you are exercising a lot and dieting, you should actually GAIN weight, as muscle weighs more than fat. Good luck!
