Insulin dependent diabetics will have to count carbs, no matter what diet they choose. The glycemic index diet works well for them, but they do have to monitor their bg levels closely, as the amount of insulin they need will change.

Those taking oral meds have excellent results with a low glycemic diet. Sugar Busters is one, I believe that prevention magazine publishes another, or you can just buy the book on the glycemic index.

It is super easy to follow, lots of veggies, some high fiber fruits, high fiber/low fat grains and cereals.

The south beach diet and the Mediterranean diet are good also. Anything that stresses low fat, high fiber, low to moderate complex carbs.
