Trying to get powerful, muscular legs. how often should i train legs?

I have a well developed upper body, but I haven't been able to develop my lower body that much because I have had a series of ankle and knee injuries. Now I wanna develop my lower body. I want it to be powerful and muscular. How often should I train? And what exercises? How many sets and reps? etc.
