I think you are confusing BMI with body fat percentage!.
You can have a six pack at any BMI, but for a female to have a six pack she'd need to be around 15%-17% body fat which is considered 'athletic'!.Www@Answer-Health@Com

A person with a six-pack has a normal BMI!. Maybe slightly lower!. Normal is 18!.5-24!.9!. Underweight is <18!.5!. But since they are average, and muscle weighs more, they're most likely in the 18!.5-24!.9 region!.Www@Answer-Health@Com
