Technically, the entire orange is edible; even the bitter tasting skin is used as a seasoning sometimes called Orange Zest!.
If the specks were on the outside, then the orange might have been starting to go bad!. That still won't hurt you!. If they were on the inside, it might have been the inner lining of the orange skin on the fruit part!. That's harmless!.
