You cannot change the distribution of fat in your body - that is determined by genetics!. You can just lose or gain weight in general, and your thighs will gain or lose fat proportionally, or as your genetics dictate!.
You can however increase the size of muscle in your thighs by doing strength exercises like squats, lounges, leg extensions and leg press while supplementing your diet with lots of protein!.Www@Answer-Health@Com
