Answers:

I think it is very unlikely that you will be offered this on the NHS. Each individual Primary Care Trust decides on the funding for particular procedures and cosmetic procedures are normally not funded. Your GP will be able to advice you about whether it is available in your area.

There are always exceptions. A tummy tuck is available to certain patient groups and these include;
•scarring following trauma or previous abdominal surgery;
•patients undergoing treatment for morbid obesity who have excessive skin folds;
•previously obese patients, who have lost a large amount of weight and maintained the loss for at least two years;
•as part of abdominal hernia correction or other abdominal wall surgery

From what you describe I don't think you fit into any of these groups.
