Im 5'5" and 145 lbs, i just want to lose 10-15 lbs, mainly in my lower stomach and thighs, any suggestions on how to make this succesful and quick?

ive stopped eating after 7, bike for 20 mins a day + sit ups and weights, drink 10 glasses of water a way.
