Gaining muscles, losing fats.?

I have like 2 inches of fats at the base of my arm, and i want to get rid of it and gain muscles at the same time. I know the best solution is doing cardio or swimming to get rid of the fats, but i cant do cardio at the moment because i have injured my legs, and the doctor advised me not to strain my legs if possible for like 3 mths. the doctor told me not to strain my legs, not even swimming.... But how do i get rid of the layer of fats there, and gain muscles? Pls tell me!!
