I work out at least once every two days, and walk/run every two days at least. I hardly eat junk food and I eat lots of fruit and veggies. I still can't seem to lose weight.

Nope, not at all.
That's in the normal BMI range.
But, you have to remember that BMI doesn't account for whether the weight is from fat or muscle.
If you don't FEEL healthy - as in... lack of energy, feeling sick, etc., than maybe your ideal weight is lower and your body should be stronger. But if you do FEEL healthy, then don't worry about it and continue what you're doing.
