If you want to build muscle the Resistance should be performed regulary taking care to give days inbetween to rest. Cardio should be used to keep trim so that the muscles have a chance to show. If you want to stay fit, cardio will keep you in check however if you decide you want to run harder or cycle quicker resistance will need to be introduced so that your muscles can work harder.
