Yes, probably the best way!. Girls tend to have flabby triceps, so you should do light weight tricep exercises to firm them up!. Do light weight and a lot of reps as apposed to a lot of weight and few reps, assuming you just want them firmer, not to bulk them up!. If you arms have a lot of fat, not just flab, them you will have to do some running or other cardio!.

Yes, use a weight that is suitable for your comfort, a bar bell is best, curl it ten times with each arm, repeat three times each, then press the same weight over your shoulder with each arm, repeating three times, then push the arm straight out to arm's length with each arm, again repeating three times!.
