Belly fat, leg fat, and arm fat?!

Belly fat, leg fat, and arm fat?
I don't consider myself overweight. But it's the summer and I have nothing to do but to workout and tone my body. Does anyone know how much exercise I should do to lose belly fat, leg fat, and arm fat? If you can't get rid of the fat, can you at least turn those spots into muscles? If you do exercise plans, would you mind sharing yours? Thank you. I might email if I have a question, if you do not want to be questioned then please tell me. Thanks in advance.

Please don't tell me to pop some pills, liposuction or anything like that.
