Is it better if I lose 7 pounds then tone my body?

should I lose 7 pounds then tone my body because im afraid that right now with all my leg exercises im doing im going to get bulky thighs and it would not get any smaller.so is it better if I just do treadmill until I lose 7 pounds?

When yo get tone, the extra muscle burns off the fat in the rest of your body. Muscle mass increases metabolism. However, don't worry about bulking up. Most women can build healthy, tone muscles but are not able to bulk up like a man, even if you tried, because you lack sufficient testosterone.
