Pants size doesn't determine whether someone is fat or not. If a woman has wide hips, she will wear a bigger pants size than a woman with narrow hips. This doesn't make her any fatter, it's just she has a wider pelvic structure.
Fatness is determined by your level of body fat and also your waist measurement, which should be no more than 32-35 inches. In terms of pants size this could be considered a size 14-16, but since no-one hardly ever wears their pants at their waistline, you could have a waist over 32 inches and still be wearing a smaller pant size if you have narrow hips. This obviously wouldn't be healthy. On the other hand you could have a waist well under 32 inches, but be wearing a large size due to a wider pelvis. So as you can see, pants size is a pretty poor way to gauge whether someone is fat or not.
