Can ANYONE achieve calves like this? Or does someone need to be born with them?

I love tight calves, unfortunately I just have regular ones. My legs are quite skinny and it seems impossible to have any muscle toning there. I want to know can anyone get tight calves like this(pic below) or they have to be born with it? I asked 2 of my friends who have tight calves and how they got them, and one said "it's from lifting kids all day", and the other one said "these are from my momma"( meaning genetic). If anyone can achieve tight calves, what work outs should I do?

I appreciat ur comments, but please don't digress from the topic, its not about amerie's pic being fixed or not. for the record amerie really does have amazing NON-photoshopped calves. can't really photoshop a music video.

I have calves that are like that (only mine are a little more muscular) but i also find calves are often something that comes with a combination of how you walk and genetics.

The best way to tone your alves is by a combination of cardio work and calf exercises. If you run 30 min a day (3-5 days a week) and then do a calf circuit twice a week you could have calves like in that picture. You want to make sure you work out your whole calves. That way you don't get shin splints. Every day stand with your back against a wayy and lift your toes keeping you back strait and your heels on the ground. Do this motin fast for one minute. This is for speed not for acuracy. It will help prevent you froom getting shin splints and will strengthen your shins.
You can also stand on a stairs so that your toes are on theedge of the stairs then drop your heals (keeping your toes on the stair) asfar as you can go then come back up. This is not a speed drill it is for toneing muscle. Try to go lower on this one. You can alse do this with weights in your arms for more strength. Do a few sets of these each week.
You should also try some resistance band stretches.
Yoga also helps a lot.
Running, and calf raises are the best answer.
