Sounds like you need to increase your exercise effort, by doing aerobic exercise such as walking, jogging, swimming, Pilates, yoga or low impact aerobics!.
Some times, having heavier thighs is a genetic thing, can be very hard to whittle away!.
As you increase the aerobic activity, you will tighten up and probably loose a little weight!. You don't sound seriously overweight at allWww@Answer-Health@Com

Cut sugar and white flour based foods OUT OF YOUR DIET NOW! Those foods do nothing for your body except store fat!. Eat lean protein from meats, choose whole grain breads and cereals, eat tons of veggies and drink lots of water, NO SODA!. And you need to do A LOT more than sit ups to lose weight!. Cardio, Cardio, Cardio untill you lose about 15 pounds, then hit the gym and build muscle with weight training!. ( 1 pound of muscle burns an extra 50 calories per day even if you just sat around all day!; a pound of fat burns only 5 calories) Www@Answer-Health@Com
Your body mass index is normal!. You shouldn't be trying to lose weight!. If you want to tone up, however, you can try swimming!. You will work muscles you didn't know you had by swimming!.
