Answers:
Genetically women carry fat in their thighs (men in their mid section)!.
The 'jiggle' is basically extra fat around your stomach and thighs!.
You need to get some cardio in!.
The exercise ball is not the best thing but you can do a few exercises on them if you want to make use of it!.
Try swiss ball crunches!. Also put your legs up on the ball and face downwards like your going to do pushups!. Then bend your knees in so the ball rolls towards you!. Then extend them!. It'll help harden your core!.(This isn't really a fat burner but its still a good exercise)
If you didn't get what i said i can try and explain it a little more in detail!.
Otherwise i'm sure they have videos on youtube!. You can search for it using words like 'swissball','core training','ab exercises on swiss ball' etc!. You'll see what i mean when you watch the video!.

The treadmill is going to be your main 'weapon'!. Read up on interval training!. Its long to explain but s the best form of cardio and just so happens to take very little time (perfect for your 1 hour)!. Google it, they'll explain what it means!. Also called HIIT!.

There are a whole lot of yoga exercises and general exercises you can do with the mat and ball, but your looking to burn fat, so its pretty much the treadmill!.
Look up 'the plank', a yoga exercise you can do on the mat!. Again good for the core!.

Eating healthy is good!.
What your looking to do is cut carbs!. Read up on GI of carbs!. (google it, again will be properly explained)
Meat isn't good for you!. If you cut that out and increase your fibre intake i garauntee you will get rid of the 'jiggle'

Let me know if you need any more help!.
