Question: Does running help in reducing the outer and inner thigh!?

You can't spot reduce fat from any particular part of the body!. Yes, running is an extremely efficient way to burn calories and drop pounds!. But if you hope to lose weight by running!. You have to keep in mind that you will only shed pounds if you burn more calories than you consume!.
So you will need to combine running or any other exercise along with a healthy balanced diet!.
Try choosing smaller portions of high fat and high calorie foods!. Eat more whole grains, fresh fruit and vegetables!.
Keep all Junk foods to an absolute minimum!. Junk food is just what it says - JUNK!. With one added ingredient in - FAT!.

Yep, if you run on an incline on the treadmill of about 1!. if you walk up hills it can also do that too!.Www@Answer-Health@Com
