there are some really slim (or short) adults and teens who have to wear like childrens 12 and 14 and 16!. would this be considered, like negative sizing!? oMG

There isn't such a thing as negative sizes!. Someone can't be size -2 jeans!. But like you said, they can be size 14 in girls!.Www@Answer-Health@Com
