You wear a non-padded under wire bra and measure around the fullest part around your bust!. Not too tight but not loose!.
Then you stand up straight and relax your stomach and measure around your waist, which is usually an inch or so above your belly button!.
Then around the biggest part of your waist!. For most women, this is their hip bone, but from personal experience, some women's widest part is where their thighs meet their torso and around their butt!.
