If you're cardio session is no longer than 20-25 minutes, you can wait until after cardio to have your shake.
Any longer and I would recommend knocking it back before cardio. Running after weights can be good since you burn up the last of your glycogen stores and thus fat, but long cardio sessions can begin to breakdown muscle if you have not supplied them with protein.
