You don't HAVE to, but it certainly wouldn't hurt anything. You don't want to do strength training every day because your muscles need a chance to recover, but as long as you are NOT working your muscles to exhaustion during your cardio, you do NOT need to take a day off at all. In fact, you should be getting an absolute minimum of 30 minutes of activity every single day.
I find that the best way to work out is to do three days of cardio, three days of strength training, and then one 'rest' day where you walk for about an hour or two.
For example, monday, wednesday, friday, do an hour of cardio. On tuesday, thursday, saturday, do an hour of weight lifting or strength training, and then on sunday, just go for a walk or a light jog.
If you want to increase muscle mass then cardio is best avoided. Just stick to large combination moves on session per body part a week for four sessions and you will get big.
