A combination of cardio (like running or jogging) and pilates (controlled stomach crunches).
I would get a good routine of exercise at least 3 days a week. I definitely recommend purchasing at least one pilates work out DVD because these exercises help your core muscles (ie stomach and belly fat). These are exercises to work your lower and upper abdomen, which seems to be your problem.
And don't forget to watch what you eat. I'm not talking about going on a diet, but just be mindful of what and how much you currently eat.

sit-ups and crunches for the belly and push-ups for the chest.
my routine when i was your age was
5am-15 min of crunches, 15 min of sit-ups, 15 min of push-ups, 15 min of pull-ups
2pm-30 min run, 100 crunches, 100 sit-ups, 100, push-ups(usually an hour all together)
8pm-15 min of crunches, 15 min of sit-ups, 15 min of push-ups, 15 min of pull-ups
worked good kept me in shape, smart, healthy, and full of energy!
you have to do cardio training such jogging, swimming, etc. and eat good nutrition (avoid junk food) to lose your fat.
If you are 15, doing push up is a great idea to start with.
Try to do push up with proper form 3-4 times a week.

try tae bo (it works everything and you'll lose wight).. Also running and add in a circuit training routine).. Google circuit training routines... GL.. And this will work.. Also eat more protein and several SMALL meals throughout the day instead of a ton at a certain time of day.
maybe weight watchers or some diet program like that.
