Question: How to burn thigh fat without building muscles?
Is there a way to burn 3 inches off thighs and make the muscles in them smaller?
Does cardio and stretching work? Also, how long does it take?

Yes do cardio mixed with some light resistance training, high reps super light weight. When your body does extreme amounts of cardio and light resistance type workouts the body will eat itself that means loosing muscle and fat but since this is your goal that's what I would suggest doing.
