Depends on a couple of things.

Is he strong, or is the weight in fat?
How old is he?
How healthy does he eat?
How often does he exercise?
When does he go to bed?

All these are factors of obesity and being overweight.
However, 100 lbs is not terrible even if all of it is fat. It can be easily fixed.
Eating later than 6 PM will increase the amounts of fat that are kept from the food you eat.
Going to bed earlier encourages not eating later and better health.
Exercise is key. An hour a day is good.
Most obviously, drop the McDonalds and other fast food if that is a part of his life.
Any soda of ANY kind, no matter what it is, can be replaced with milk, water, OJ, or other drinks.
Get rid of all snack food. ALL OF IT. Even the carrots and ranch need to go, for they are unhealthy.
Everything you buy should be natural. Apples and other fruits make excellent snacks.

You cannot deprive your son of all unhealthy food. At 3 PM, or right when he gets back from school, get him a small sweet, like key lime pie or some oreos. Not a lot, only a couple to satisfy the taste buds, NOT the hunger.

Experience

He is somewhat overweight, but may be close to growing. Make sure he eats moderately healthy, otherwise it really should not be a big deal.

Yes put him on a diet with less calories day with more fish fruits veggies and excersize
