What you mention are exercises for cardio vascular fitness. Your pulse should rise, and more oxygen enter your body. Your circulatory system will improve. You may lose some fat and look leaner. If you wish to be toned, lift weights. You can find a program easily on the internet or in one of the many books on weight lifting. As far as eating, I don't know what plan will work best for you, but only what works for me. There are two different things you are asking here. You want to lose weight, regardless if it is muscle or fat; and you want to tone your body. But what you really want is more muscle in ratio to your total body composition, so you are aiming to have a lower body fat ratio. For that, you would need to determine your current ratio. That can be done at a gym. My scale provides a figure which tells me. If you just lose weight, you could be a thin person, but a fat, thin person. That means you would still have a high fat to total body mass ratio. So, for toning, get a body building book, like Maran's Basic, Illustrated Weight Training book. For cardio vascular health, do the above as you mentioned to 85% of your target pulse rate. That means you will have to reach the target and stay at it for at least 20 minutes, then, allow time to come back to a resting pulse rate.

So, I see from above, you weigh 100 lbs. So, there is no need to diet, just use weights, banding, or tubing, or a medicine ball or kettle balls. Or, just use body resistance. If you lose more weight, you will grow weaker and may not be able to do the program. I don't know your height, but assume you are over five feet tall, so already are thin. You can start now with push ups on the wall which you will find on the internet, and squats and lunges for the lower body. You don't need equipment for those. You want to be strong, flexible and have endurance to lead a healthy, normal life and not be dependent on others to lift items for you in the practical world.
