doing 3 sets of 20 reps of 20 lb free weights has more repetitive motion so it will work your muscles for longer and they will get stronger faster.



do the 2nd one 1st session then the 1st one 2nd week then your body will progress better

Doing 2 sets of 25 reps of 20 lb free weights - 2nd session
Doing 3 sets of 20 reps of 20 lb free weights - 3rd session
Doing 2 sets of 25 reps of 20 lb free weights - 4th session

More reps less weight equals toned muscles, more weight less reps equals bigger muscles. Its actually best to rotate daily for best results.
