Is a low fat high carbohydrate diet okay for lean bulking?!

Question: Is a low fat high carbohydrate diet okay for lean bulking?
I'm 6' 2" and 180-185 ilbs and am doing a 12 week bulking work out and i want to make it as much of a clean/ lean muscle mass bulk as possible so i'm wondering if a low fat (bad fats) high carb diet is good for this? The carbs im getting come from whole wheat multigrain bagels and or plain oatmeal and some vegetables that i eat daily. If this is not the way to go, perhaps some suggestions for lean bulking? Thanks...
