This depends on your current size and weight. The larger you are, the quicker you can reduce your size and weight with proper diet and exercise.

So if you where larger, and had a waistline over 40 inches, then yes, dropping 3-4 inches around your waist is attainable. If you are smaller and have around a 30 inch waist, the task is going to be a bit more daunting.



What's possible for each individual body is a hard science, but there are a few other concerns in regards to the question itself.

Half of me wants to presume that this time frame vaguely indicates an event or time period that you want the inches off for specifically. If I may assert a comment, this type of passive pressure will work against your already drastic goal, possibly end up yielding greatly diminished results, and increase chances of injury or some other negative effect later down the road.

I hate when people criticize the question's motive itself rather than just answer it, but I feel it's important to express concern when felt. Something that you may appreciate more is that the more rapidly you shrink your size, the greater the possibility of being left with highly reduced skin tone/tightness. So in a nutshell (a large nutshell), I'd have to make the bottom line of my answer the following: It's a hugely difficult and regrettably improbable goal. And regardless of the circumstances and the chance of success, achieving the goal or taking drastic measures (and drastic is precisely the type of measures it will require to even get in range of this goal) will likely come at a undetermined cost that should be weighed out against whatever the motivation is.
