You think chicken and steaks are healthy? Not if they are covered in fatty seasonings and sauces. Eat things like fruits, vegetables, lean meats, but over all get a well balanced diet.
Stricter Diet + Cardiovascular Workouts = Losing Fat
Muscle weighs more than fat.
She could not be losing any weight though because of her diet. She should eat less calories then she eats now and do like 30 mins of cardio 3-5 times a week.
