I'm 5'5 and 122 lbs. I have a skinny torsoe but fat arms and legs. I feel like the weight is distributed so unevenly.

You are so not fat. A lot of people would kill to be like you!!! And you are either a)imagining your limbs are fat, b) it's muscle or c) you were born that way and can work it!!!
its just the way you were made. and no you bmi is very normal and you not obese at all
