when would you line someone as underweight

Answers:

Forget about scales, measuring tapes, body mass index, etc. If you were to follow what something like the body mass index tells you, for instance, then you could be quite underweight as far as muscle density goes (emaciated), and quite overweight in terms of body fat (obese) and come across in that index as "ideal" weight for someone your height.

The best method is just using your own eyes. Someone who is the right size for their body type is someone who has a thin layer of body fat all over, and whose muscles have some muscle tone. A fair example would be an athlete, like David Beckham or Bruce Lee. Even though they don't share the same body type at all, both look fit in their own way, and that's what the definition of "normal" should be.
