Yes... and you're lucky, my doctor charges $35 for a missed. If you check the paperwork you signed when you started seeing your dentist, you agreed to pay the $25, you may have missed it when reading over things though. They do that because of their scheduling... if you hadn't missed your appointment that day, they would have perhaps met whatever budget they had set up, or been able to reschedule if they'd known before hand, but as it is, they lost whatever amount you would have paid them, and the $25 is the reimbursement.
