Can you file a complaint against a dentist, if your 16?!

Question:

Can you file a complaint against a dentist, if your 16?

Ok so I've had some bad experiences with dentists since I've start. When I was 5-7 i went to one that was expensive but they were nice and VERY clean but then we moved. When I was 8-10 I went to one in an urban neighborhood and they were ok but then my health insurance didn't cover it so I stopped going. When i was 13-14 I went to one in the same neighborhood and they were honestly the definition of DIRTY the seats and tools were F'ed up and after that my parents didn't want us to go their so they go a new dental insurance and we went to another one. From 14-15 i went to one that was new and clean but they took to LONG to attend ppl I'd go in there at 3 and won't leave until 7 just for frickin normal teeth cleaning, and one time the dentist rudely said you have bad teeth have you heard of braces and I said you know what don't worry about that i'm not here for that (my teeth are pretty messed up; my jaw is growing down and my tongue has pushed my front teeth outward but they're clean)

Today, 16, I went to a new one cuz my health insurance didn't cover the last one again, and they were frickin' RUDE. they clean my teeth find but when the main lady checked my teeth she poked my gum instead of my teeth and was making rude comments! I don't even think she is certified cuz she has her 14,15,16 year old daughter doing work on ppl....

my parent don't want do go to a new one because they're hispanic and my parents are hispanic and they think it's a good combo...but i don't

what should i do?

my parents won't listen to me because we've tried many dentist and orthodontist and i've denied most of them...that's why my parents won't change dentist this time

the reason i've denied most of them is because they are either DIRTY or I don't think the person is certified.

my parents said that i've denied too many dentist and they are tired of going to new ones and refuse to listen to me and always go for the cheap ones

It's a dentist. Get over it. How can you, as a teen, possibly know whether or not someone is a licensed dentist?
