It is less obvious than braces, but from what I have been told may take longer than braces. No, you could have surgery done by an oral surgeon other than cosmetic.
I had it done years ago, when I had a jaw issue. looks fine now.
If you have insurance, see a oral doctor. They can get this approved for a medical reason.
If you have a bad under bite there is not allot braces can do.
