It's termed "pericornitis". Food debris and bacteria get under the gums. Lots of times there's a little flap of tissue there that you can lift up called an operculum.
Keep it cleaned out the best you can. You may need to get the wisdom tooth pulled so that it will go away. If not, the dentist can clean it out for you.

If it is an infection from a dental issue. It is usually called an abcess.

That needs to be evaluated by a dentist ASAP. Infections in the mouth are serious because if the infection gets in the blood, then it doesn't have to travel very far to get to the brain.
