I have my teeth cleaned twice a year by a dental hygienist to avoid this problem. If it gets very bad, you may end up having to have a root cleaning even.

He can only clean it to an extent, because he doesn't want to thin out your enamel... if he did that, it would make your teeth more prone to tartar and plaque buildup. Ask him about it at your next visit to your dentist.

he/she should be able to clean them. it shouldnt be painful.
u can do a lot yourself flossing and brushing with electric toothbrush+ mouthwash

Dentist aren't dental hygienists.... book an appointment with your dental hygienist. It does cause decay and inflammation. It is a very simple procedure... the hygienist will scrape the tartar off your teeth. It doesn't hurt, but the area may become a bit sensitive afterwards.
Try using a toothpaste that reduces tartar. This will help with any additional build-up, but will not remove it. Tartar(calculus) is mineralized plaque and can not be removed by brushing.

Not all dentists have dental hygienist that work in their office. The dentist can get the tartar off for you. He would use an explorer and other instruments to 'scrap' it off. It's not painful and takes only minutes. It's wise to have it taken care of so that it doesn't turn into calculus or anything worse. Electric toothbrushes do a much better at getting your teeth clean and they're less harsh on the teeth and gums.
