Genetics, some are congenitally missing some of the permanent teeth, some have extra permanent teeth. I should know since I was one of them, it's referred to as having "supernumerary teeth." Is it normal? It's very common, so you have nothing to worry about. Your orthodontist will review this with you and let you know which will need to be extracted prior to orthodontic treatment.
