You pretty much will have to go to a cosmetic dentist. They will file them for you but I'm pretty sure it will cost you a pretty penny. You may also have trouble finding one that will do it, but if you pay enough almost anyone will.

Ask your dentist at your next cleaning. Im sure they can drill them in some way.

I am not sure why you would want to do that...but check with your dentist.

Sorry, can't be done. You would need to cut thru the enamel into the dentine, causing pain, pain, pain. You would have to perform root canal therapies on the teeth. No dentist would do this for you.
I think I've seen somewhere on the web where you can get vampire-like mouthguards to fit over your existing teeth. That's your only practical solution.
