That is not being sarcastic. It is a polite way of saying 'no' to something that they really really do not want, but still thank you for the offer. It means they really do not like it.

They mean "Thanks for asking, but no thank you" Their acknowleding the fact that you were being courteous by asking them-it's a polite way to answer.

they thank you for being nice enough to offer what ever you offered, but they decline and thank you again for offering

they mean thank you for your help or whatever you are offering but no thanks (they dont want it)

they are thanking you for being generous enough to care about them and offer your help but if it is not what will really be helpful to them and they don't need that sort of help then they also politely are saying no thanks.

well, they mean thanks for caring, but no thanks mean from their heart they wish you have face your own business rather than picking your nose into their afair. Always wacth out when someone say thanks it maight mean good or bad.
