Rinsing a toothbrush after use would be normally done under running hot water, however, if you really want to protect your mouth from germs and bacteria, that can best be accomplished by storing your toothbrush in a container of an antiseptic solution between bushing's. Hydrogen Peroxide is a good one to use but in reality a good mouthwash will also do the job. Don't forget to replace your toothbrush every four to six months to be on the safe side. The reality is, the mouth is a garbage can and the best Hygiene you can practice is whats required to keep it as healthy as possible.
It doesn't really matter, but I prefer warm/hot water.
